Police interviews reveal emotion during deadly chase, shooting

CLEVELAND -- For the first time, we hear from the police officers who opened fire on 2 unarmed suspects after a high speed chase last November.

On Wednesday, the Ohio Attorney General's Office released more than 12 hours of interviews conducted by the state Bureau of Criminal Investigation, or BCI.

They reveal a side of the story, never seen before: Veteran police officers, reduced to tears, while recounting their role in the shooting.

Officer Michael Brelo, an Iraq war veteran, is seen pausing several times, as he fights back tears.

"Even through Iraq, I never fired my weapon. I've never been so afraid of my life," said Brelo.

Investigators say Brelo jumped on top of a police cruiser and fired directly into the suspects' windshield. 49 bullet casings at the scene matched his weapon.

In the interview of Officer Mike Farley, BCI agent John Saraya asks, "Why did you fire?"

"It was the scariest thing in the world, I fired because I thought they were shooting at us," said Farley.

"I don't know if I ever want to be a policeman again," he quietly said, as he held tissues and dried his tears.

The 13 Cleveland Police officers fired as many as 137 rounds at the suspects, Timothy Russell and Malissa Williams, and their car after a 22-minute chase that criss-crossed the city, and ended in a middle school parking lot in East Cleveland.

The following barrage of gunfire lasted about 17 seconds.

Officer Wilfredo "Ed" Diaz, who says the suspects' car was coming at him, was the first to open fire.

"I remember thinking I wasn't going to shoot fast enough. I remember thinking by daughter's gonna be 4 in March, and I won't see her," Diaz said, as he choked back tears.

Det. Jeff Follmer, the president of the Cleveland Police Patrolman's Association says he wants the public to see the officers' perspective of that night.

"These officers are doing their job, and because of the suspects' actions, they're forced to make split second decisions," said Follmer.

The videotaped statements, along with hundreds of other documents and evidence from the Attorney General's investigation have been turned over to the Cuyahoga County Prosecutor's Office for review.

Chardon friends remember lost classmates

CHARDON --  They all sat at the same lunch table. When the shooting began that morning, Nate Mueller was grazed by a bullet above his ear. Danny Day found cover under the table and Nick Walczak, shot four times, was left paralyzed. 

When the chaos ended, the three friends realized the extent of the tragedy. Three of their best friends didn't survive. For Nick, Nate and Danny, it was like losing brothers.

Chardon 1 Year Later: Reflections of a reporter

CLEVELAND-- I vividly remember that morning of February 27, 2012.

I was getting ready to heat up some food in the microwave when we heard over police scanners that there was a shooting at Chardon High School.

Immediately, Videographer Shane Snider and I got into a live truck and started driving down I-90 East.  

We prayed that this was only a drill but, as we drove closer, I saw a LifeFlight helicopter. I knew it wasn't just a safety exercise. The next 10 hours were intense and emotional as we learned what happened.

I spoke with parents, families, children, school officials, law enforcement. Through it all, what struck me most was the overwhelming sense of cooperation and "community."

No doubt, this was the scariest experience most of us had been through, but everyone was going through it together. There was almost a strange sense of calm at the school district building- people were, for the most part, patiently waiting for answers. It was if everyone understood that shouting and panicking wouldn't help.

I also felt love.

I watched parents tearfully reunite with children, grandparents hug their grandchildren. I saw strangers reaching out to comfort strangers. It was incredible.

For more than a week following the shooting, I spent every day in Chardon. I was often overcome with emotion -- sadness, yes, but it was more than that. I felt pride and hope.

Day after day, I saw countless acts of kindness. The people of Chardon came together, and beyond that, Northeast Ohio came together -- literally.

During the vigils, the community walks, people walked hand in hand. I personally received emails from other states and countries -yes, countries -- asking how the families affected that day were doing and if there was anything they could do to help.

It reassured me that in this day and age of technology, of separation, we CAN and DO come together when it's needed the most.

As the months have passed, that sense of community remains, and it is that deep sense of connection that I take away from that day and choose to remember.

Chris Tye, Erin Kennedy reflect on Chardon at 1-year mark

CLEVELAND -- We had just wrapped up the 7:25 a.m. "cut-in" for The Today Show -- those little inserts of local news that you see every thirty minutes or so. Then it got loud. Really, really loud.

Our news set abuts our newsroom and when there is breaking news, if you listen closely enough, the scanners can tell you what may soon be scrolling up the Teleprompter.

The vast majority of what comes across a newsroom scanner is white noise: broken down car-- nothing really newsworthy.

But when our news assignment editor Lisa Lowry looked up from the scanners, and reports of "shots fired inside Chardon High School," our instinct was: this is bad.

Our practical experience triggered a different response -- this is likely just a drill. She asked us to handle calling Chardon police while she was on with the Geauga County Sheriff's office.

The police department answered with a dispatcher saying"I can't talk now.  We are slammed"  Then a click.

Within minutes of ending that conversation the two of us began a nearly 11-hour conversation with viewers. Channel 3 broke into programming around 7:40 a.m. and stayed on until NBC Nightly News at 6:30 p.m.

Not a single word came across that Teleprompter all day. We were not reading the news, we were having a conversation with experts, reporters, eyewitnesses and victims.

And in a very real way, unlike any other breaking story we have covered, it felt like a conversation with viewers, a back and forth that was some of the most important work our station has ever been part of.

Downtown Cleveland Crime: Reality vs. perception

CLEVELAND -- Cleveland's image takes a lot of abuse.

A Forbes article named Cleveland the ninth "Most Dangerous City" in the nation.

It's a black mark which may not be accurate, especially when it comes to crime in downtown Cleveland.

Despite major efforts to make downtown safer, it's not uncommon to find people who avoid downtown because of safety concerns.

Carolyn Smilor has avoided the area for the past 20 years. She used to work downtown but an encounter on a bus pushed her over the edge. "A mentally ill person sat down and licked my face. That was it for me," says Smilor.

Forbes based it's "Most Dangerous" ranking on an FBI database that collects violent crime statistics from across the county.

The Forbes ranking is based on the number of crimes. It does not take other factors into consideration, such as per capital crime, age of the city, demographics or size. 

"It's cautioned all over our website saying, please don't use this as a ranking system," says Special Agent Vicki Anderson with the Cleveland FBI office.

The Forbes article also includes the following warning:

To construct the list, we ranked U.S. cities with a population over 200,000 according to their violent crime rate as reported by the FBI's Uniform Crime Reports database. These preliminary 2011 statistics come with more caveats than the black-box warning on a dangerous chemotherapy agent, and the FBI says they shouldn't be used to compare one city with another. Differences in police reporting standards, urban borders and economics can make it tricky to compare densely populated Detroit, say, with sprawling Houston. We used cities instead of larger metropolitan statistical areas, which gave the disadvantage to older cities with tighter boundaries."

Under The Freedom of Information Act WKYC obtained a list of all crimes reported in to the Cleveland Police Department in 2012.  We mapped out the crimes and found a fraction of violent crimes occurred downtown.  Violent crimes include rape, murder, robbery and felonious assault.

  • Out of 92 homicides in Cleveland 1 was downtown.
  • Out of 535 rapes in Cleveland 16 were downtown.
  • Out of 3,129 robberies in Cleveland 130 were downtown.
  • Out of 2,180 felonious assaults in Cleveland 91 were downtown.

Downtown is home to Cleveland's most well known attractions and landmarks: Playhouse Square, Cleveland Horseshoe Casino, East 4th Street, The Rock & Roll Hall of Fame, Quicken Loans Arena, Progressive Field, FirstEnergy Stadium, The House of Blues and The Warehouse District.

The list goes on, including clubs and restaurants, some of which are owned by internationally known chefs.

Dan Rogan is a bartender at Lola on East 4th Street.

 "This place used to be a bunch of wig shops, sleazy bars and crack heads to be honest with you," says Rogan.

Over 15 years, he's seen downtown transform. "Probably right now it's the safest it's ever been. It's got lots of lights, lots of foot traffic, lots of cops."

Cleveland has crime but efforts are showing results when it comes making downtown safer for tourists and residents.

In 2012, the Cleveland Police Department nearly doubled the size of the downtown police unit to 49 officers. Their job is to focus solely on downtown.

"Come on downtown. It's safe," says Sergeant George Peters, a lifelong Clevelander.

Sgt. Peters says the department is cracking down on aggressive panhandling and officers are trained in how to deal with mental health issues and resources for the homeless.

However, crimes of opportunity are a continuous problem. Sgt. Peters says purses, computes and other valuables left in cars result in break-ins. The city launched the campaign "Put Your Junk in Your Trunk" to combat the problem.

The Downtown Cleveland Alliance is also working to make downtown safer.

The DCA has more than 60 Clean & Safe Ambassadors. Dressed in blue jackets, the ambassadors are on duty 20 hours a day, 365 days a year. The ambassadors carry radios and are in direct contact with law enforcement.

The DCA also hires an off-duty police officer to patrol E. 4th Street and Euclid Avenue during evening hours.

Downtown should not be painted as crime-free. Visitors can be targeted or caught in the wrong place at the wrong time. 

As in any city, taking precautions such as staying in well-lit and well-traveled areas brings down the chances of becoming a victim.

To test the safety of the streets, this reporter spent several evenings standing downtown alone. I was recorded by a photographer who was either in a building across the street or down the street concealed in a car. We wanted a realistic account of what would happen to a woman alone downtown.

Over the course of several evenings, I was approached by a number of homeless. I said no to every request for money. The people I talked to were never intimidating or aggressive. 

Cleveland does have crime. The city is divided into 5 districts.  We broke down violent crimes in each district.

Cleveland has the makings to be a destination downtown but image remains a serious issue.

Looking at the number of crimes that occur in the area can be one tool to help people decide for themselves if it's worth heading to the heart of the city.

Alliance: Detectives make largest pot bust in department history

ALLIANCE, Ohio -- Alliance Police Special Investigations detectives made an arrest Tuesday in what is believed to be the largest marijuana growing operation in APD history.

Officers executed a search warrant on South Seneca Avenue, just south of East State Street at about 8 p.m.

Once inside, they discovered four rooms containing 260 marijuana plants, some as tall as 6 feet high.

Officers also found an elaborate lighting and ventilation system, fertilizing system and growing aids. Other materials found in the house included $7,000 believed to be marijuana-related profits, scales, packaging and shipping materials, records, computers and documents.

Resident Robert Baumgartner, 41, was leaving the house when officers arrived. He was arrested and charged with various drug-related violations, including four felonies and one misdemeanor.

He is being held in Stark County Jail and will be in court for arraignment on Wednesday.

The bust was the result of a nearly 30-day investigation into illegal marijuana cultivation by the Alliance Police Special Investigations Unit, assisted by the Criminal Investigations Unit and patrol officers.

Police investigate West Akron homicide overnight

AKRON, Ohio -- One man was shot and killed in West Akron early Wednesday morning, police said.

Officers received a call for multiple shots fired close to midnight in the 900 block of Dover Avenue.

When they arrived at the scene, they found a man shot.

No suspects have been named, officials said.

Detectives are still investigating.

Women gamers are a growing group, fighting old problems

CLEVELAND -- Online gaming: It is a virtual world with real problems.

When you hear "gamer," you probably think of a young, teenage boy, but women make up almost half of all gamers and they're the gaming industry's fastest growing demographic.

The problem is, when they get online, women face brutal and sometimes constant harassment.

Meet Annika Traner. She is neither fat, nor ugly. 

Yet, while playing World of Warcraft, the guys she was playing with found out she was a girl -- and asked her:

"They said, so are you fat, ugly or both?" said Traner. "And to that I said neither... just a girl."

"Calling you a b----, w----, slut, stuff like that," said gamer Ashley Lambrakis. "Talking about your breasts maybe. Women who play online are often singled out and harassed by male gamers."

"This is a much more serious problem than people realize," said Dr. Paul Skalski, a professor at Cleveland State University. 

Among the classes Skalski teaches at CSU is a course called Video Games and Society.

"I think there's a segment of the male gaming community that sees this as their space -- and especially the first person shooter games like Halo and Modern Warfare." Skalski said. "They see these games as theirs."

There's a saying when gamers suddenly discover that they're playing with or against a girl online. The most common response is "Oh, so are you fat, ugly or slutty?"

In fact, the harassment has become so pervasive that several websites have popped up where women can upload harassing comments.

That brings us to fatuglyorslutty.com. The website breaks down such comments into subcategories including "crudely creative," "death threats," "fat," "ugly" and of course, "slutty."

Here are some samples of these "gems":

"You must be so [expletive] fat, I bet you got a bag of chips right next to you and it's family size."

Or this question: "Do you have big boobs?"

Those comments may seem incredible, but to people like Ashley, who has been playing for years, they're not.

"Then they like to harp over your features even though they don't know who you are or what you look like or anything like that," Lambrakis said.

So how do gamers even know you're a girl? Two ways: Either by playing with a headset so they can hear the other players, or they tell them.

"I'm glad I stood up for myself," Traner said. "Just because I'm a girl, it doesn't affect how I play. I play just as much as them. I play just as well as them. I was at the same level as them."

"The online gaming community needs to stand up against this," Skalski said. "This is not acceptable behavior. We should not have this happening."

In fact, change may be inevitable.

Millions of people play video games online, the industry makes more money than Hollywood.

More women are playing now than ever before and gaming experts predict the majority of gamers could be women by the end of 2013.

"Video games are really important to me," Traner said. "I think they're fun and I would hate for other girls not to have the same chance to play."

The most important piece of advice is that parents need to get involved, according to gaming experts. If you have a son or a daughter playing online games, make sure you know what they're playing and who they are playing with.

Cleveland Weather: Tuesday troubles

The same major storm system that is crippling the Plains states will move toward northern Ohio tomorrow.

We will start with clouds, but rain will catch up to us in the afternoon.  Rain could be heavy at times during the evening commute, and it will be windy.  Be prepared for some slow downs.

Timing on the rain to snow changeover looks to be in the evening Tuesday.  We have a chance to get a couple inches of snow overnight into Wednesday morning, depending on how temperatures cool, across the area.  Accumulations could range from 2" to 4" or maybe 5", with the highest amounts in the higher terrain east of Cleveland.

There will be updates (aren't there always), so be sure to stay up on the latest.

Twinsburg: Husband held on $1 million bond in wife's stabbing death

TWINSBURG, Ohio -- The 9-1-1 call is chilling and heartbreaking.

A 10-year old girl pleads for police to come to her home because "my dad is murdering my mom." 

Twinsburg police say Glenn Wong, 50, stabbed his wife, Tami Mitchell Wong, 46, to death.

The couple's 10-year-old daughter, and 8-year-old son were both inside the home during the horror that unfolded Sunday morning at their Abrams Drive home.

The vicious crime in an upscale Twinsburg subdivision has stunned neighbors. Some have heard the couple arguing loudly in the past, but no one expected it would lead to murder.

Other mothers in the neighborhood hold back tears, thinking about the kids.

"I mean, she's only 10, and I know her," said neighbor Shannon Mesarch. "She has her whole life ahead of counseling, you know? I don't know what the neighborhood is doing, I don't know if it's premature, but she has neither parent."

Police say the children are now staying with a relative.

Wong appeared before a Stow Municipal Court judge Monday morning, charged with aggravated murder. Though he has no criminal record, because of the serious charges, and Wong's personal assets, the judge set bond at $1 million cash.

If he does post bond, prosecutors say Wong would have to wear a GPS ankle monitor and turn in his passport. His case will be transferred to Summit County Court, but no court date has been set yet.

Cleveland City Council considers energy drink ban

CLEVELAND -- An ordinance proposed by Cleveland City Council Monday night would ban minors from buying energy drinks within the city.

If passed, the emergency ordinance would not allow energy drinks to be sold to anyone under 18 and would remove them from certain vending machines.

The measure has yet to be voted on by city council.

Twinsburg: Police investigate fatal stabbing

TWINSBURG, Ohio -- Twinsburg police are investigating the death of a woman after she was stabbed multiple times Sunday morning.

According to Twinsburg Police, officers were called to a home on Abrams Drive shortly after 7 a.m. for a report of domestic violence.

When officers arrived, they found a woman in a bedroom with multiple stab wounds. The woman was taken to the Cleveland Clinic in Twinsburg and she later died from her injuries.

A male resident was also taken to the Cleveland Clinic in Twinsburg for non-life threatening injuries.

Glenn Wong, the victim's husband, was placed under arrest and is in Summit County Jail on an aggravated murder charge. He will appear in court Monday morning.

The case remains under investigation.

'Argo' takes best picture at the Oscars

LOS ANGELES -- If Ben Affleck was snubbed by the Oscars, everyone should be so lucky. His Iran rescue thriller "Argo" has won best picture from the Academy Awards.

It's the first best picture winner not to be nominated for best director since 1989's "Driving Miss Daisy." But despite the omission of Affleck - or perhaps buoyed by it - "Argo" emerged as the Oscar favorite, winning top honors from the directors, producers, screen actors and writers guilds.

Affleck and fellow producers George Clooney and Grant Heslov accepted the award Sunday night.

Among the other eight nominees, Steven Spielberg's "Lincoln" was perceived as the biggest competition to "Argo." The other nominees were "Life of Pi," ''Silver Linings Playbook," ''Zero Dark Thirty," ''Les Miserables," ''Amour," ''Beasts of the Southern Wild" and "Django Unchained."

Now Hiring: Legit work-from-home jobs

CLEVELAND -- Today we tackle the messy but truly rewarding realm of "work from home jobs."

Whether it's folks growing increasingly frustrated with commute times or increasing gas costs, there are many reasons a work-from-home job is appealing. The problem is that there are more fake jobs out there than real ones.

Before I flag two local companies where you may be able to find that opportunity, I want to point out the scams to avoid at all costs.

• That woman you see in the ad making $8,000 per week working from home is bogus. That does not exist. Rule out any opportunities like that.

• You cannot make $3 to $5 per envelope that you stuff. Legit companies have postage machines.

• Spending $150 on a starter kit is a bad way to start. You do not need to buy your own supplies from legit companies.

• Posting ads or spam does not guarantee you rapid cash and in most cases, companies only pay you a referral fee if someone responds to an ad you post.

• You should not have to pay any fees to apply or for training. At most, a $50 background check is reasonable for some companies.

• No company can guarantee employment. Anyone that says you'll be 100% accepted if you apply is a hoax.

• All of those "featured on TV" work-from-home ads and websites are generally bogus.

Twinsburg: Police investigate fatal stabbing

Chardon one year later: Danny Parmertor Memorial Fund

CHARDON -- Saturday evening, a sold out crowd helped raise money for a great cause- the Danny Parmertor Memorial Fundraiser.

Danny Parmertor was one of three Chardon High School students shot and killed last February 27th. He was just 16 years old.

His family has now started a memorial fund in his name, so that his dream can live on in others.

Danny's aunt, Bonnie Parmertor remembers, "He was definitely our tech guy. Any time anything went wrong, he would fix it. So we miss that, we need him for that. It's like -- the computer is screwed up! Danny's not here to fix it now, so that makes it difficult."

Danny was known as Mr. Fix It and Mr. Funny -- he loved to make people laugh.

And it's with that spirit that the Parmertor family created the Danny Parmertor Memorial Fund.

It's a fund that provides scholarships for students from Chardon High School or Auburn Career Center interested in pursuing a career in computers.

Danny's mom, Dina, says through this cause, her son's memory will live on, "You don't want to forget and this is one way to share him with everybody."

But the journey hasn't been easy.

Bonnie says, "Being able just to talk about it without crying every time we talk to a new business about donating."

But the Parmertors have found comfort in their new purpose, and comfort in knowing that other students will have the chance to follow their passion.

Bonnie shares, "We've been getting together as a family and talking about Danny and it's very healing. The whole process has been healing for us."

And this year holds special meaning, since they'll be handing out scholarships the year Danny was supposed to graduate.

While Saturday's fundraiser was sold out, you can still donate to the Danny Parmertor Memorial Fund.

All proceeds will benefit student scholarships.

Lake County: 400 lose jobs as company shuts down

PAINESVILLE -- 400 people at one of Painesville's largest employers were notified of layoffs Friday.

Core Systems, LLC is shutting down productions after 50 years in the manufacturing industry.

The company makes custom molded parts in the appliance industry for clients including GE, Whirlpool, Bosch and Electrolux.

Core Systems President Bill Loebbaka says the lender gave the order to stop production late Thursday night.

"It's amazing how quickly a company can die," Loebbaka says. "In 45 minutes, my employees were gone. I kept telling them none of them did anything wrong. They did a good job. They delivered their parts on time."

After several years of growth in Painesville, Loebbaka says two weeks ago Whirlpool decided to take its business elsewhere.

"The irony is, we were in the Wall Street Journal a year ago with Whirlpool talking about bringing jobs back to America," Loebbaka says.

He says their other big client, GE, was willing to step up to make up the difference in cash flow and work force support, but the bank wouldn't wait for that to happen and gave the order to liquidate.

"I think when you're playing with people's lives, you give them a little bit more patience."

Between its large plant in Painesville and smaller plant in Mount Gilead, approximately 400 people have lost their jobs.

Many had decades of service with the company.

A handful stayed late on Friday night to help remove inventory and final customer orders.

"One by one corporations in this country are done. I'm sick of it," said Gordon Van Hyning, a tool supervisor who has been with Core Systems for seven years. "Tonight I have to go home and tell my wife I don't have a job. Not good. I have kids."

Painesville City Manager Doug Lewis says the Core Systems closing will have tremendous impact on the local economy. 

In addition to property taxes, the company brought in about $10 million in payroll on an annual basis.

Lewis says the Department of Children and Family Services is helping those laid off look for work in the local economy.

CLEVELAND -- Thursdays are normally basketball night at St. Aloysius, but just down the hall from the game this Thursday night is a group of faith leaders with their own game plan for keeping kids safe.

"That goal is to make sure our sons and daughters are not victims of gun violence."

These church leaders unveiled their plan to stop gun violence. Like others, they're calling for a ban on assault weapons, required background checks for all gun sales and a crackdown on all illegal firearms.

However, this plan includes reaching out to young people before they reach for a gun.

"Most of the kids today, they're not afraid of nothing," said Brother Malik.

Brother Malik works with troubled children between the ages of 7 and 18. He started the foundation called People Making the Change. When he talks with kids today, they're more concerned about hurt feelings than what a gun can do.

"They would rather be shot than be embarrassed," Malik said.

Brother Malik says all these plans to stop gun violence are fine, but times are different today. Listening could be the most powerful weapon in the fight against gun violence.

"The reason we need to be a good listener is we can't take them back to the woodshed and give them a good spanking," Malik said.

"Those days are over. You'll find yourself locked up in jail, but if you listen to what they're saying to us, we can find a way to teach them"

Strongsville: Teachers plan to strike in 10 days

STRONGSVILLE -- Ten days from now, 383 teachers from Strongsville City Schools are planning to strike.

The Strongsville Education Association -- the teacher's union -- gave the 10-day notice on Thursday of the intention to go on strike beginning March 4.

Union president Tracy Linscott says the association's contract expired on June 30. Bargaining talks began nine months ago without a resolution reached between the union and the school board.

Unable to discuss the specifics of the contract issues, Linscott cited working conditions that will cut down on teacher planning time, as well as time for P.E., art, and music classes.

Two more mediation meetings are scheduled before the strike is set to begin.

Many plan to speak out at the regular school board meeting on Thursday night.

Strongsville City Schools Superintendent John Krupinski says negotiations are ongoing, but that the school board is disappointed that the union has decided to take this action.

Krupinski says substitute teachers are ready in anticipation of the work stoppage. The superintendent cites a need to balance the school budget, in a time of fiscal difficulty, for the district's proposal.

Cleveland police officers save man from burning car

CLEVELAND -- Patrol Officers Bonnie Simmerly and Elaina Ciacchi were working night shift in the Fifth District on Thursday when they received a call from radio for a suspicious vehicle.

When they arrived on Haldale, they saw a vehicle in the middle of the street.

The officers approached the vehicle and saw a man sleeping inside. They knocked on the window, at which point the man woke up, put the car in gear and sped away.

The two officers toured the area for the vehicle and located it just a short time later. The vehicle had driven off of the roadway and into a wooded area near Endora and Hillsboro.

The vehicle was on its side amongst the trees and the officers could see sparks and smoke coming from underneath the car and flames from the hood.

Officers notified radio dispatch that the car was on fire and then quickly began to strike the vehicle's rear window with their batons in order to free the man inside.

Officers were able to get the man out of the car through a window and drag him to the roadway, safely away from the vehicle.

Cleveland Fire responded to douse the burning vehicle.

The driver was taken to MetroHealth Medical Center by EMS for treatment. He was also cited for driving under suspension and failure to control.

Five local chefs, restaurants nominated for James Beard awards

CLEVELAND -- Five local chefs and restaurants have been announced as semi-finalists for the prestigious James Beard Foundation awards.

The awards are considered the top for excellence in the culinary industry.  Finalists will be announced in mid-March.

Michael Symon: Nominated for Outstanding Chef, Lola (Symon is the 2009 winner of the award for Best Chef in the Great Lakes Region)

Zack Bruell: Nominated for Best Chef in the Great Lakes Region, Cowell & Hubbard

Chez Francois Restaurant: The Vermillion restaurant is nominated for Outstanding Service.

All the nominees from Northeast Ohio, with the exception of Chez Francois, are located in Downtown Cleveland.

"We're honored to be a part of Cleveland and everything going on here downtown," said Jonathon Sawyer, who received his sixth nomination.

Cowell & Hubbard General Manager Sean McNeil spoke for Zack Bruell on the nomination. Bruell, who is out of town, is honored with a fifth nomination.

"Zack's pretty humble about it. He tries to put the spotlight on the people behind the scenes," said McNeil.

The announcement coincides with Downtown Restaurant Week, 2013, which runs Feb. 22 through March 3.

More than 40 local restaurants are offering three course, $30 menus for one or two diners, or $15 lunch options.

Meth lab bust in Old Brooklyn makes 4th involving children this week

CLEVELAND -- Three children in the Old Brooklyn neighborhood are the latest to be caught up in a meth lab bust.

Cleveland Police Bomb Squad members suited up from head to toe to avoid the contamination these young children were exposed to just hours earlier.

"Trash up to the knee, kids running around without clothes, diapers, needles, just basically not a good environment to live in right now," said Rhaseem Carter, with Thompson Moving Company.

The landlord at a house in the 1800 block of Willowdale hired Carter and others to move out the evicted tenants. Housing court bailiffs were assisting with the eviction Wednesday morning.

"We had to break in the house to get in there... They changed the locks," said Carter.

What they saw made them call police right away: the makings of a meth lab. Cleveland cops removed drain cleaner and camping fuel, filling the lawn with the toxic ingredients of methamphetamine found inside.

"You walk in there, you probably don't even want to go in there, the smell, the odor, the visual, everything," he said.

Cleveland Police officers evacuated the house, arresting Ryan Stetzy, 35, and Candice Stetzy, 26, for child endangering and violating the state drug law. The Department of Family and Children Services says their children, ages 1, 2 and 4, were released to their grandmother.

"That's very sad. I never knew it was in this community. I never knew," said Robert, who lives nearby.

"It's crazy. I couldn't even believe it, in my own street. It's a peaceful street too," said John Smith, a neighbor.

The secret labs pose an immediate danger to kids - the risk of explosion, the deadly fumes and neglect, from adults typically too high to pay attention. This is the fourth bust, involving children, in Northeast Ohio this week.

"I don't want to put anybody out that has kids, but I'd rather them be in a foster home or something where I know I can provide for them, instead of them living in here," said Carter.

Cleveland Weather: Lake Erie wins again

The combination of snow and wind made for some very difficult moments for many northern Ohio commuters this morning.

Lakeshore counties were belted with heavy snow that snarled traffic.  Once again, lake effect snow is to blame.  

There is ice on the lake, quite a bit in fact, but the lake's moisture can still manage to get through.

High pressure will be pushing in from the north, which will take away the favorable fetch for snow to build.  This means that although we'll have flurries and light snow showers tonight that will linger into early tomorrow, conditions overall will improve.

What won't get better are the temperatures!  With the fresh snow on the ground, we'll be watching the mercury fall tonight.  Single digits to low teens are very possible.

That same high pressure that turned off the lake snow machine will also bring us hope for some sunshine Thursday.

By Friday the large storm system from the Plains will make its way here.  We'll start with some snow Thursday night and transition over to some rainy drizzle, but some mixing with freezing rain is possible.  

By the weekend the storm system will be moving out and we'll be treated to fair weather for later Saturday and on Sunday.

Tonight:  Lake effect snow showers taper off.  Scattered flurries otherwise.  Still breezy.  COLD!  Low teens (some single digits) with wind chills below zero.

Oberlin: Green Circle Growers' plant continues to burn

CAMDEN TOWNSHIP, Ohio -- Plant #1 at the Green Circle Growers complex on Route 20 is on fire and multiple fire departments are at the scene.

We have a Channel 3 news crew there and they report that at least four fire departments have been called in for mutual aid. The fire was reported about 5:20 p.m. Green Circle Growers has about 100 acres of greenhouses and about 30 acres of fields.

They supply plants to bigbox stores, like Heinen's Home Depot, Walmart, Sam's Club and Giant Eagle.

There are no reported injuries.

Cleveland: 5 rescued after crash traps victims

CLEVELAND -- At least two people were rescued from a car struck by another driver, just south of the Innerbelt Bridge early Tuesday morning.

The crash happened before 12:30 a.m. on Interstate 90 West/Interstate 71 South, between the Abbey Avenue exit and the I-90/I-71 split.

A black car was seen swerving on the highway, hit the wall twice, then steered into a gray car alongside it, a witness told Channel 3 News.

Five people were trapped inside the gray car. Fire crews had to use hydraulic rescue tools to safely remove the victims from the wreck.

All five people were taken to the hospital. Four were in stable condition, one was in serious condition.

Police are still investigating the crash and have not released any details.

West Side Market: Where the donations will go

OHIO CITY -- When a fire closed down the historic West Side Market, it caused hundreds of thousands of dollars in lost inventory and productivity.

But supporters of the beloved market stepped up and held fundraisers and donation drives to help the vendors make up for what was lost.

Here's a breakdown of who helped and how the funds raised will be used.

(Note: we tried to include as many organizations as we could find, but some may have inadvertently been left off this list.)

The Michael Symon Foundation:

Cleveland's most famous chef spearheaded the Market Vendor Relief campaign. The campaign collected online donations, and allowed local restaurants to donate a percentage of proceeds to the cause.

Symon spread the word on Twitter and Facebook and even mentioned it on the talk show "The Chew."

Symon says donations came in from around the country. 

His foundation isn't done tallying the collection but he estimates the Market Vendor Relief campaign raised over $30,000. 

Included in that number is $13,000 in sales of commemorative t-shirts made by CLE Clothing, a local business.

Symon plans to divide the donations evenly among the West Side Market vendors.

At Market Garden Brewery, 20 percent of the proceeds of the Market Recovery Lager raised approximately $6,000.

Restauranteur Sam McNulty says he is talking with Ohio City, Incorporated, about how to make the best use of the donations.

Speaking of Ohio City Incorporated, a spokesperson for the fiscal agency for market fundraising says OCI received $5,000 in donations for capitol improvement projects after the fire. OCI is currently evaluating how to best use that money.

OCI is also handling a $10,000 gift from Charter One Bank.  So far, $7,500 of that gift has been used to launch the Market Bonds Program. For every $40 purchased in market bond gift certificates, customers receive $10 free to spend at the West Side Market. All but 75 of the 750 bonds have already been sold.

From the Market Bonds Program, OCI estimates an economic impact of $37,000.

The West Side Market Tenants Association has also received some direct donations.

Fundraisers at Momocho and Happy Dog brought in approximately $1,200 and $900, respectively.

Chuppa's Market Place also donated $2,000 to the tenants association.

There are still some upcoming events to benefit the West Side Market:

On Wednesday Feb. 27, tickets are still available for a six-course Chef's dinner. Tickets are $80, with $40 going to market vendors.

On Saturday Feb. 23, a cash mob will take place at the West Side Market beginning at 8 a.m. Lutheran Hospital is opening up its 400-space parking lot to the public.

The second batch of Great Lakes Brewing Company's market-inspired Butcher's Brew will be released later this spring. All proceeds will go to the recovery and improvement efforts at the West Side Market.

Investigator: Glitches with traffic cameras raise red flags

CLEVELAND -- Only three of the city's 40 most dangerous intersections have cameras that ticket drivers running a red light, calling into question claims by the city that its program is designed to increase public safety, a Channel 3 News investigation found.

The station also found that four of Cleveland's five most-dangerous intersections have gotten worse since the city first installed traffic enforcement cameras in last 2005, according to an analysis of traffic data by the Northeast Ohio Areawide Coordinating Agency.

The findings come as Mayor Frank Jackson is planning to expand the city's traffic camera program, which snaps photos of cars running red lights and speeding down straight-aways and can result in tickets for the drivers.

While such programs have been around for years, some big cities, like Los Angeles and San Diego, have shut down their cameras after finding little evidence that they improve driver awareness or curb accidents.

Meanwhile, Baltimore has appointed a task force to review its program after The Baltimore Sun newspaper uncovered numerous problems, including malfunctioning cameras and poor record keeping.

Baltimore, like Cleveland, has a contract with the photocopier company Xerox to operate its traffic-camera program.

So what are city auditors saying about Xerox's performance in Cleveland?

Not a thing.

Cleveland officials said that the auditor has never looked at the program -- not at its books, not at its performance, and not at claims that cameras increase public safety.

"I don't know how you come back to council and ask us to expand this program, which they have done, without being able to show us clear evidence that the program is working," said City Councilman Zach Reed.

Erica Creech, spokeswoman for the Department of Public Safety, declined to have a city official sit for an interview, citing the ongoing contract proposal process. But she said the Bureau of Traffic routinely reviews the program, looking at daily maintenance and calibration of the cameras.

Channel 3 News decided to do what city auditors won't -- reviewing three years worth of records on the traffic-enforcement cameras.  

The Investigator Tom Meyer found that revenue from camera tickets is falling dramatically -- from more than $8 million a year in 2009 to just under $6 million last year. Xerox, though, is still getting paid its $3.25 million-a-year fee.

Xerox, in its annual report, cites road construction and better driving habits for the drop in tickets being issued.

But the station uncovered another possibility -- Cleveland Police are approving far fewer tickets. 

Police review potential violations identified by Xerox to make sure the driver actually broke the law. Records show that the percentage of those potential violations being approved have dropped over the last three years, from 86 percent in December 2009 to just 55 percent last December.

"That's a dramatic drop," said Reed. "We need to evaluate and there needs to be some type of oversight."

As for the claim that cameras prevent accidents and improve public safety? The city said it doesn't have any evidence to back it up. 

"If you're taking people's money for it, there should be some paper trail," said Courtney Nestor, who was recently sent a red-light camera ticket in the mail. "There should be credibility."

Instead, the station relied on data compiled by the Northeast Ohio Areawide Coordinating Agency, or NOACA, which conducts transportation studies for regional planning.

NOACA ranks the region's most dangerous intersections based on a composite score that takes into account the number, frequency and severity of crashes.   

Cleveland has 40 of the region's 100 most-dangerous intersections, according to NOACA's 2011 rankings.

Based on the intersections composite scores from 2005 to 2009, we found:

  • Only three of the city's 30 red-light cameras are located at Cleveland's most dangerous intersections, based on NOACA's 2011 rankings.
  • Two of the three intersections became safer. They are at East 116th Street and Shaker Boulevard, and East 55th Street and Carnegie Avenue.
  • The third intersection with the camera, at East 131st Street and Harvard Avenue, got more dangerous.
  • Four of the Cleveland's five most dangerous intersections got worse, and none have a camera. They are at East 55th Street and Woodland Avenue; Ontario Street and Carnegie Avenue near Progressive Field; East 30th Street and Orange Avenue; and East 105th Street and Chester Avenue.

There is some good news for drivers in all this. We found that 60 percent of those who appeal their ticket get it dismissed or get the fine reduced.

"I'm probably going to shoot myself in the foot because more people are going to do hearings," said Brian Mahon, one of the city's two hearing officers who conduct appeals, "but it's always to your benefit if you feel strongly about it and can present evidence."

The city said it will be asking the company that takes over the program, whether it is Xerox or another company, to do a traffic study of the intersections where the cameras will be located.

It will be too late for Reed. The councilman said he would not support  any plan that would add more cameras to the program until the city can provide evidence that it improves public safety.

"It's got to be about public safety," Reed said. "If we're putting them in locations just because we know we're going to catch people speeding or we know we're going to catch people running a red light, ...then you're defeating the purpose."

Cleveland: 5 rescued after crash traps victims

CLEVELAND -- At least two people were rescued from a car struck by another driver, just south of the Innerbelt Bridge early Tuesday morning.

The crash happened before 12:30 a.m. on Interstate 90 West/Interstate 71 South, between the Abbey Avenue exit and the I-90/I-71 split.

A black car was seen swerving on the highway, hit the wall twice, then steered into a gray car alongside it, a witness told Channel 3 News.

Five people were trapped inside the gray car. Fire crews had to use hydraulic rescue tools to safely remove the victims from the wreck.

All five people were taken to the hospital. Four were in stable condition, one was in serious condition.

Police are still investigating the crash and have not released any details.

Cleveland: Car hits semi truck head-on along I-71

CLEVELAND -- A car struck a semi truck head-on along Interstate 71 South, just south of West 150th Street early Monday morning.

The crash was reported just after 3 a.m.

The car was reportedly heading north in the southbound lanes of I-71 since at least U.S. Route 82 (Royalton Road).

The driver of that car was taken to the hospital. His injuries are not likely to be life threatening.

The semi truck driver did not appear to be injured.

Another semi truck driver heading north in the proper lanes spotted the car going the wrong way, followed alongside and called Brook Park Police to report it.

Traffic should be flowing normally in the area for the morning rush hour.
