CLEVELAND -- Cleveland's police pursuit policy is now under scrutiny after two people are shot at the end of a 25-minute chase.

Malissa Williams, 30, the passenger, was shot 24 times. The driver, Timothy Russell, 43, was shot 23 times.

The Cuyahoga County Medical Examiner ruled both deaths homicides late Tuesday afternoon.

The two were shot and killed by 13 officers firing a total of 137 rounds.

The Cleveland Police administration is reviewing the radio transmission between districts and zone cars to determine whether policies were followed.

Two times before the chase ended someone in the 5th District ordered the pursuit terminated and called back cars.

This is part of that radio transmission:

"You did copy per sam 34 shift is terminated?"

"Yeah, but, this is in our patch here, so that's why we're just gonna try to see what's going on."

"We have original cars and original district pursuing. There should be no other cars."

Mayor Frank Jackson's office tells Channel 3 there is $2.4 million dollars in the capital budget that will cover the cost of police cameras.

Over the next three years, zone cars and/or police officers will be outfitted with cameras.

Dash cameras would go a long way in determining whether this was a valid pursuit.
